PUBLIC NOTICE-WATER SYSTEM IMPROVEMENTS PROJECT CATEGORICAL EXCLUSION

PUBLIC NOTICE

PUBLIC NOTICE IS HEREBY GIVEN THAT THE CITY OF TABOR WATER SYSTEM IMPROVEMENTS HAS BEEN ISSUED A REAFFIRMATION OF THE CATEGORICAL EXCLUSION. THIS PROJECT IS BEING FUNDED IN PART OR WHOLE BY SRF FUNDING.

 

This project has previously been reviewed by the Iowa Department of Natural Resources (DNR) and a Categorical Exclusion (CX) was issued on November 22, 2024 and finalized on December 30, 2024. This project’s scope has been altered from what was previously submitted due to the additional project area along Orange Street between Main Street and East Street to replace the existing water main. The water main replacement work will include all necessary connections and appurtenances. This will be completed as part of the project scope for the previously finalized CX. The project scope that has already been completed with the finalized CX includes the replacement of approximately 7,500 linear feet of existing 6-inch water main along East Street and Main Street, from Waubonsie Avenue to Vine Street. The water main will be installed via trench and directional boring methods within the city right-of-way and will include the replacement of water services, hydrants, valves, and appurtenances. Pavement for the project will be removed and replaced in-kind. The water main replacement on Main Street will be installed via directional boring to minimize adverse effects to the brick street. The project will also consist of adding an automatic control and monitoring system that will give the City the ability to operate the water system autonomously and minimize manual operations. The system will start and stop pumps automatically, inject chemicals automatically, and have the ability to monitor activities and record trend lines remotely or from a central location. Automatic control and monitoring systems will be installed at the two groundwater well buildings, the chemical feed booster station, and at the City’s elevated water storage tank. Given the scope and location of the proposed additional work, no impacts of the environmental criteria listed in 40 CFR (Code of Federal Regulations) Part 6 are anticipated.

 

The original CX is hereby Reaffirmed to include the scope alteration listed above. This action is taken on the basis of a careful review of supporting information that is on file at the DNR’s Des Moines, Iowa office. The Reaffirmation documentation for this project is available online at www.IowaSRF.com/ER. The DNR will not take any administrative action on the project for at least thirty (30) calendar days from the publication of this Notice. Persons disagreeing with the above environmental decision may submit comments to SRF-PC@dnr.iowa.gov during this period. 11/24/2025   PUBLIC NOTICE IS HEREBY GIVEN THAT THE CITY OF TABOR WATER SYSTEM IMPROVEMENTS PROJECT IS ELIGIBLE FOR A CATEGORICAL EXCLUSION FROM NEPA REVIEW. THIS PROJECT IS BEING FUNDED IN PART OR WHOLE BY SRF FUNDING.

 

The proposed project was reviewed by the Iowa Department of Natural Resources (DNR) for eligibility for a categorical exclusion from NEPA review specified in the 40 CFR (Code of Federal Regulations) Part 6.204. The project meets all criteria described in the above reference, and it was determined that this project is eligible for a categorical exclusion. Consequently, a preliminary decision has been made that a Finding of No Significant Impact (FNSI) will not be prepared.

 

This action is taken on the basis of a careful review of supporting information that is on file at the DNR’s Des Moines, Iowa office. The Categorical Exclusion documentation for this project is available online at https://www.iowasrf.com/environmental-review/. The DNR will not take any administrative action on the project for at least thirty (30) calendar days from the publication of this Notice. Persons disagreeing with the above environmental decision may submit comments to SRF-PC@dnr.iowa.gov during this period.
